Councilmember Kuzma introduced the following resolution and moved for its adoption: <br /> RESOLUTION #17-01-016 <br /> RESOLUTION ORDERING PREPARATION OF FEASIBILITY REPORT FOR <br /> IMPROVEMENT PROJECT #17-02; RIVERS BEND STREET RECONSTRUCTIONS <br /> WHEREAS, pursuant to City of Ramsey Resolution 412-12-242 the City Engineer was <br /> instructed to study the feasibility of milling and overlaying segments of 1471h Lane, 148 ' <br /> Avenue, Xkimo Street, and Yakima Street in the Rivers Bend residential development as part of <br /> the 2017 Street Maintenance Program for the purpose of maintaining these streets as cost- <br /> effectively as possible; and <br /> WHEREAS, twelve core samples were extracted from the existing bituminous pavement <br /> which verified the existing bituminous pavement is too thin to mill and overlay as proposed; and <br /> WHEREAS, the existing bituminous pavement is now proposed to be replaced in its <br /> entirety instead; and <br /> WHEREAS, the City of Ramsey proposes to assess all benefiting properties for 25- <br /> percent of the cost of the improvements, pursuant to Minnesota Statutes Chapter 429, the City <br /> Charter, and the City's adopted Special Assessments Policy. <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> 1) That the proposed improvements, designated as Improvement Project 417-02, be referred <br /> to the City Engineer for study and that the City Engineer is instructed to report to the <br /> Council with all convenient speed advising the Council in a preliminary way as to <br /> whether the proposed improvements are necessary, cost-effective, and feasible; whether <br /> they should best be made as proposed or in conjunction with some other improvement; <br /> the estimated cost of the improvements as recommended; a reasonable estimate of the <br /> total amount to be assessed; and a description of the methodology used to calculate <br /> individual assessments for affected parcels. <br /> The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br /> Johns, and upon vote being taken thereon, the following voted in favor thereof: <br /> Mayor Strommen <br /> Councilmember Kuzma <br /> Councilmember Johns <br /> Councilmember Riley <br /> Councilmember Shryock <br /> Councilmember Williams <br />
