PLANNING COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a regular meeting on Thursday, December 5, <br />2002, at the Ramsey Fire Station #2, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Chairperson Michael Nixt <br />Commissioner Bill Kociscak <br />Commissioner Gary Van Scoy <br />Commissioner Eric Watson <br /> <br />Members Absent: <br /> <br />Commissioner Ralph Brauer <br />Commissioner Robert Johnson <br />Commissioner Michael Reeve <br /> <br />Also Present: <br /> <br />Community Development Director Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Nixt called the regular meeting to order at 7:07 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Nate Hartwell, 7091 137th Avenue NW, Ramsey addressed the Commission. Mr. Hartwell raised <br />concerns about the latest drawings for the Rivenwick 3~a Addition Townhomes. Originally the <br />drawings showed a pond on the portion of the development that backs up to Mr. Hartwell's <br />property. Currently a playground is shown in that location. Mr. Hartwell would like <br />clarification on what the developers could build there. <br /> <br />Chairperson Nixt recommended Mr. Hartwell speak directly with the developer. While the <br />preliminary plan had a pond, further plans reviewed by the Planning Commission have not <br />shown a pond in that location. The Commission did not require the developer to come forward <br />with this type of change. <br /> <br />Community Development Director Frolik indicated it would be up to the townhome association <br />to determine what their needs are for public spaces such as this. If there isn't a need for <br />playground equipment, they would not install it. Studies have shown that townhome residents <br />have one-half to one-third the number of children as single-family homes, so quite often they do <br />not provide playground space. <br /> <br />Chairperson Nixt recommended Mr. Hartwell speak with Mark Boos, the City's Park and <br />Recreation Director. He also informed Mr. Hartwell of his option to appear before the City <br />Council in January, when the request for approval of the plan will come before the Council. <br />Mr. Hartwell asked about the timeline for building to commence. <br /> <br /> <br />
