M E M 0 R A N D U M

Date:

December 5, 2002

To:

Park and Recreation Commission

From:

Mark Boos, Parks/Utilities Supervisor

CC:

City Administrator, James Norman
Fire Chief/Public Works Director, Dean Kapler

The purpose of this memorandum is to advise the Commission that there will not be a regular
December Park and Recreation Commission meeting, and to identify probable action items for
January.

Chair Cook formalized the decision not to have a December meeting after consulting with
Commissioners at the December 4th Master Trail Plan meeting. The only "action" item on the
agenda was making a recommendation on whether or not to declare the actual riding arena at
Traprock Park beyond repair. This matter should be addressed (so please feel free to drive up to
and around the arena in your auto for an inspection) so a decision can be made on January 9th,
2003.

Enclosed within this packet (for those Commissioners not in attendance at Wednesday nights
Master Trail Plan meeting) is a copy of the draft Master Trail Plan to date. As the Commission
will note, it is sparse so far - which is a concern I have expressed to LHB, the consulting firm
responsible for its preparation. Please critique the plan in as much detail as you have time for.
My guess is that most comments will entail notes on what you would like to see addressed, rather
than format type issues at this point. Any and all ideas are greatly appreciated. Also, as most of
you are aware, I have rectified the entire trail plan [map] with aerial photography and submitted it
to LHB's mapping department. This will also be routed to each of you for input as soon as it is
received back.

I would also like to take this opportunity to ask each of you to note that as soon as January 28th,
City Council may be asked to approve the 2003 Capital Improvement Plan which of course
includes the 2003 - 2007 Park's CIP. It is expected that this process would begin with a work
session or Finance Committee meeting as early as 5:00 p.m. or 5:30 p.m. that evening. It is
important that at least a couple of Commissioners be present for questions. More information
and a confirmed date will be forwarded to you when it becomes available.

The following is the draft agenda for January 9th, 2003:

· Nominate Chair and Vice Chair
· Evaluate Traprock Commons Park's Riding Arena
· Review draft Master Trail Plan
Discuss a Master Plan for Elmcrest Park

Should you desire any information before the January meeting, please do not hesitate to call.

Have a great holiday season!
Mark Boos
