Hoisington Koegler Group Inc.

MEMORANDUM

Date:

To:

From:

RE:

June I 1, 1999

Ramsey Planning Commission

Brad Scheib, Hoisington Koegler Group, Inc.

Redevelopment Planning Workshop

This memorandum is intended to give you a quick overview of what we need to accomplish at our
workshop on June 17th.

Study Purpose

The overall purpose of the study is two-fold. First it is to identify (and prioritize) areas of the
community that are in need of renewal and redevelopment. Second, it is to further develop a plan and
course of action for redevelopment of a "first project." Having identified sites that may need
redevelopment it is critical that the process not end, rather it should continue to a point of action,
showing commitment to community betterment and community progress.

Study Process

We will complete this study through a series of workshops utilizing the knowledge and skills of the
local community (the planning commission and subsequent task force) to guide the work of the
professional consultants. The first series of workshops will focus on establishing the priorities and
parameters for redevelopment in general and to identify a "first step project". The second set of
workshops is to focus in on the "first step project" and to develop a redevelopment plan for the project
area.

Workshop One Content

At the workshop on June 17th we will identifying goals relating to redevelopment based on the Draft
Comprehensive Plan and then more specifically related to redevelopment needs. We will then go
through a process that will help us determine what the most important goals for redevelopment are,
both short and long term. The final task we will need to do is to identify potential sites for evaluation.
To help get started we already have some sites identified, but we would like to hear fi°om you on other
sites that may need to be evaluated and considered for redevelopment. The workshop will allow the PC
to identify other potential sites or eliminate sites we have suggested based on the prioritized goals.

I look forward to seeing you on Thursday.

G:luserslCity Shared File~PLANNINGtCasest1999106179961/lerno. doc
