Writer's Direct Line: (612) 783-5132 <br /> April 14 , 1997 <br /> The Honorable Gary Meyer <br /> Chief Judge Tenth Judicial District <br /> Wright County Courthouse <br /> 10 Second Street NW - Room 201 <br /> Elk River, MN 55330 <br /> RE : Ramsey City Charter Commission Annual Report <br /> Dear Judge Meyer: <br /> In accordance with Minnesota Statute Section 410 . 05, the <br /> following is an annual report reflecting the activities of the <br /> City of Ramsey Charter Commission during 1996 . <br /> The Commission met on the following dates : <br /> February 1, 1996 <br /> April 18 , 1996 <br /> July 18 , 1996 <br /> October 10, 1996 <br /> During 1996 , the Charter Commission continued its ongoing study <br /> in review of various charter provisions . Areas of particular <br /> concern and attention were utility extension policy and election <br /> issues . <br /> The Charter Commission submitted a proposal to the voters at the <br /> general election recommending that the Mayor' s term be lengthened <br /> from 2 years to 4 years commencing with the election in the year <br /> 2000 . That amendment passed. <br /> An organization which calls itself the Ramsey Resident' s For <br /> Responsible Government proposed an amendment by petition which in <br /> accordance with statutory requirements was placed on the ballot <br /> at a special election. The proposed amendment resulted from a <br /> major political controversy relative to utility extension and on <br /> development patterns in the City. <br />
