November 24, 1998 <br /> <br />The Honorable Gary Meyer <br />Chief Judge Tenth Judicial District <br />Anoka County Courthouse <br />Anoka, Minnesota 55303 <br /> <br />Re: City ofRamsey, Anoka County, Minnesota, Charter Commission Annual Report <br /> <br />Dear Judge Meyer: <br /> <br />In accordance with Minnesota Statutes 410.05, the following is an annual report reflecting <br />the activities of the City of Ramsey Charter Commission during 1998. <br /> <br />The Commission met on the following dates: January 15, 1998, June 15, 1998, and <br />November 19, 1998 <br /> <br />During the past year, the Commission received a report and held discussion relating to the <br />City's proposed Comprehensive Plan update. On another issue, an opinion was received <br />from the law offices of Kennedy and Graven relating to the legality of Ramsey Charter <br />Section 14.1, Modification of the MUSA. The Commission received the opinion and <br />found it to be a logical and reasonable opinion. The Commission agreed that Section <br />14.1.3, Ratification of Proposed Modification, is likely not lawful and is inconsistent with <br />the Municipal Land Planning Act and with the legislative grant of power to adopt Charter <br />provisions found in Minnesota Statutes, Chapter 410. The discussion relating to wards <br />versus precincts, local primary election versus general only, term limits for Council and <br />City Administrator versus City Manager, was revived and will be discussed further at the <br />January, 1999 meeting. <br /> <br />The Commission plans to meet regularly in 1999, to review and discuss pertinent City <br />Charter issues. <br /> <br />Very truly yours, <br /> <br />CITY OF RAMSEY <br /> <br />Kenneth Peterson <br />Charter Commission Chairperson <br /> <br />KP/jmt <br />c.
