<br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />January 30, 2004 <br /> <br /> <br /> <br />The Honorable Joseph Quinn <br />Chief Judge Tenth Judicial District <br />Anoka County Courthouse <br />325 East Main Street <br />Anoka, Minnesota 55303 <br /> <br />Re: City of Ramsey, Anoka County, Minnesota, Charter Commission Annual Report <br /> <br />Dear Judge Quinn: <br /> <br />In accordance with Minnesota Statutes 410.05, the following is an annual report reflecting the <br />activities of the City of Ramsey Charter Commission during the year 2003. <br /> <br />Members of the Charter Commission for 2003 are as follows: Tim Vogt (Chair), Hannah <br />LaMere (Vice Chair), Sandra Bertzyk, Benjamin Deemer, Lauri Ebel, Marguerite Henke, <br />Darlene Milless, Steve Simenson and Brian Swanson. This Commission met on January 16, <br />2003 and November 20, 2003. <br /> <br />At the January 16, 2003 meeting, the Commission appointed their Chair and Vice Chair and <br />introduced the newest member to the Commission, Steve Simenson. They reviewed the annual <br />report letter, discussed State Statute 410 and League of Minnesota Cities materials relating to <br />Charters, reviewed the procedure for placing Charter amendments on election ballots, and <br />scheduled future meetings. The Charter determined that a discussion of State Statute 410 would <br />be ongoing. <br /> <br />The Commission met on November 20, 2003. The Commission reviewed the year-end review <br />letter to Chief Judge Quinn. They appointed Tim Vogt as Chair and Hannah LaMere as Vice <br />Chair for the year 2004. A letter of resignation was received from Darlene Milless and a verbal <br />resignation had previously been received from Marguerite Henke. Both Commissioners are <br />moving from the City. City staff will run ads for the vacancies. A future meeting was scheduled <br />for February 19, 2004. The Commission held a discussion relating to Administrative polices <br />with regard to money for training for the Commission, etc. This topic will be discussed further <br />at a subsequent meeting.
