CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a work session on Monday May 6, 2002, at the Ramsey <br />Fire Station Number II, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Susan E. Anderson <br />Councilmember Patti Kurak <br />Councilmember Terry Hendriksen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Assistant City Administrator Heidi Nelson <br />Community Development Director Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the work session of the City Council to order at 5:35 p.m. <br /> <br />CITIZEN INPUT <br /> <br />There was none. <br /> <br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />Case #1: Contract Rezoning <br /> <br />Community Development Director Frolik stated that typically the. City does not receive a <br />rezoning request unless a developer has a project in mind. A site plan review is required for any <br />development of more than three units and that process typically is done concurrently with the <br />rezoning. Typically staff does not present'final rezoning approval until the developer is ready to <br />receive final plat approval. The site plan approval is good for one year, but the developer could <br />request an extension, which would have to be approved by the developer. <br /> <br />Councilmember Zimmerman inquired if someone could apply for a rezoning without a <br />development plan. <br /> <br />Community Development Director Frolik replied yes, she explained that they could strengthen <br />City Code by stating that the rezoning will be accompanied with a site plan and the rezoning will <br />not be approved until the development proposal is approved. She noted that she did discuss with <br /> <br />City Council/May 6, 2002 <br />Page 1 of 18 <br /> <br /> <br />
