CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a work session on Tuesday, May 28, 2002, at the Ramsey <br />Fire Station Number II, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Susan E. Anderson <br />Councilmember Patti Kurak <br />Councilmember TelTy Hendriksen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Principal Planner Patrick Trudgeon <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the work session of the City Council to order at 6:05 p.m. <br /> <br />CITIZEN INPUT <br /> <br />There was none. <br /> <br />Work Session Topics <br /> <br />1) Contract Rezoning <br /> <br />City Attorney Goodrich reviewed the information the League of Minnesota Cities has printed in <br />regards to conditional rezoning. He explained that it is a process by which a government enters <br />into an agreement with a developer to rezone a piece of property. The rezoning would be subject <br />to the completion of the specified conditions. Mr. Goodrich explained that a 1983 MN case <br />stated that if a city does not want to rezone the property due the lack of control the city and <br />developer may choose to use conditional rezoning to have more control. He explained that there <br />is no expressed authority in MN Statute regarding conditional rezoning, but the modem trend is <br />allow it. <br /> <br />Councilmember Zimmerman inquired if the City of Andover called the practice contract zoning. <br /> <br />City Attorney Goodrich replied that Andover has a zoning contract, but he is not sure what they <br />call it. He noted that the Courts have denied more contract zoning then they have conditional <br />zoning. <br /> <br />Councilmember Hendriksen stated that he was more concerned about land use matters than <br />actual rezoning and inquired if the same type of practice could be used. <br /> <br />City Council/May 28, 2002 <br /> Page 1 of 6 <br /> <br /> <br />
