<br />Councilmember LeTourneau introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #18-012 <br /> <br />RESOLUTION ACCEPTING FEASIBILITY REPORT AND ODERING PLANS AND <br />SPECIFICATIONS FOR IMPROVEMENT PROJECT #18-03, 2018 STREET OVERLAY <br />IMPROVEMENTS <br /> <br /> WHEREAS, <br />the City of Ramsey proposes to overlay numerous street segments in 2018 <br />for the purpose of maintaining these streets as cost-effectively as possible; and <br /> <br /> WHEREAS, <br />pursuant to a resolution of the City Council adopted October 24, 2017, a <br />Feasibility Report has been prepared by the City Engineer with reference to proposed pavement <br />overlay improvements to approximately 63,449 square yards of bituminous pavement on <br />numerous street segments throughout the City, and other appurtenant work; and <br /> <br /> WHEREAS, <br />benefiting properties are proposed to be assessed for all or a portion of the <br />cost of the improvements, pursuant to Minnesota Statutes, Chapter 429, the City Charter, and the <br />City’s adopted Special Assessments Policy; and <br /> <br /> WHEREAS, <br />the City Council received and preliminarily accepted the Feasibility Report <br />on December 12, 2017, and formally accepted the Feasibility Report on January 9, 2018; and <br /> <br /> WHEREAS, <br />the Feasibility Report provides information regarding whether the proposed <br />project is necessary, cost-effective and feasible; whether the improvements should be made as <br />proposed or in conjunction with some other improvement; the estimated cost of the improvements <br />as recommended; and a description of the methodology used to calculate individual assessments <br />for benefitted properties; and <br /> <br /> WHEREAS, <br />the City of Ramsey proposes to assess benefiting properties up to 25- <br />percent of the cost of the improvements, pursuant to Chapter 8 of the City Charter, the City’s <br />adopted Special Assessments Policy, and Minnesota Statutes Chapter 429; and <br /> <br />WHEREAS, <br />the City Clerk gave mailed and published notice of such hearing and <br />improvements as required by law; and <br /> <br />WHEREAS, <br />the City Council conducted a Public Hearing for the proposed <br /> <br />improvements on January 9, 2018. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) Such improvement is necessary, cost-effective and feasible as detailed in the Feasibility <br />Report preliminarily accepted by Council on December 12, 2017, and in the Feasibility <br /> <br />Report formally accepted on January 9, 2018. <br /> <br /> <br /> <br /> <br />
