Since that time, the City has been discussing the option of
placing a moratorium along a portion of the property along Highway #10 to allow for further
discussion of the process. One of the main concerns of the property owners is "will someone
purchase their property if the property owner wants to sell."

Len Levine, City of Ramsey Consultant, presented a memo to the Councilmembers reviewing the
official mapping process. He explained that during his research he had several conversations
with MnDOT. The first official mapping process was used in Shakopee. The 212 corridor in
Eden Prairie is also in the official mapping process. He stated that MnDOT is interested in
talking with the City about the process as well as the Met Council.

City Council/November 26, 2002
