CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a work session on Tuesday August 5, 2003, at the <br />Ramsey Fire Station Number II, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br />Members Present: <br />Mayor Thomas Gamec <br />Councilmember David Elvig <br />Councilmember Patti Kurak <br />Councilmember Al Pearson <br />Councilmember Sarah Strommen <br />Councilmember Jerry Zimmerman <br />Members Absent: Councilmember Todd Cook <br />Also Present: City Administrator, James E. Norman <br />Assistant City Administrator Heidi Nelson <br />Finance Officer Diana Lund <br />Director of Public Works/Fire Chief Dean Kapler <br />Community Development Director Sylvia Frolik <br />Captain Tim Dwyer <br />CALL TO ORDER <br />Mayor Gamec called the work session of the City Council to order at 6:00 p.m. <br />WORK SESSION TOPICS FOR DISCUSSION <br />1) 2004 Budget <br />City Administrator Norman explained that this work session was the start of the 2004 budget <br />discussion. The Council is required to adopt a preliminary budget before September 15th, with <br />final adoption occurring the first meeting in December. After the preliminary budget is <br />approved, the Council typically continues working on the budget. The purpose of this meeting <br />was to complete a preliminary review of the proposed 2004 budgets, but not focus on possible <br />cuts. <br />Finance Officer Lund presented the overall summary of the 2004 budget explaining that there is a <br />shortfall of $105,000 if they were to begin collecting franchise fees. The budget presented <br />included everything that has been requested by the varying departments and would include <br />adding 10 positions. <br />City Council Work Session/August 5, 2003 <br />Page 1 of 11 <br />
