Appendix C Surface Water Management <br /> <br />Metropolitan Council's Interim Strategy to Reduce Nonpoint Source Pollution <br /> <br />Surface Water Management Plan <br /> <br />The City of Ramsey falls entirely within the Lower Rum River Watershed Management District. <br />It is the responsibility of the Lower Rum River Watershed Management Organization (WMO) to <br />insure surface water resources are managed in a consistent cost effective and environmentally <br />appropriate manner.~ In accordance with Minnesota Rules 8410 and the Metropolitan Surface <br />Water Management Act the Lower Rum River Watershed Management Organization prepared a <br />Comprehensive Watershed Plan. The Board of Water and Soil Resources approved this plan in <br />the fall of 1998. The City of Ramsey has two years to complete its local surface water <br />management plan consistent with state law. <br /> <br />Surface Water Management Goals <br />The following are the goals of the City relative to surface water management: <br /> <br />1. Control flooding and minimize public capital expenditures. <br /> <br />2. Achieve water quality standards in lakes, streams, rivers and wetlands consistent with the <br /> intended use and classification. <br /> <br />3. Protect and enhance water recreational facilities, fish and wildlife habitat. <br /> <br />4. Increase public participation and knowledge in management of the water resources of the <br /> community. <br /> <br />5. Maintain the public ditch and drainageway system to convey water to maintain defined flood <br /> levels, which protect business and residences. <br /> <br />6. Promote ground water recharge and prevent contamination of the aquifers. <br /> <br />7. Maintain (and restore where possible) the amount of wetland acreage and try to increase the <br /> wetland values within the Watershed. <br /> <br />8. Equitably finance water resources. <br /> <br />9. Establish a database management system for preservation of historic data, records, and files <br /> pertaining to the water resources of the Lower Rum River Watershed. <br /> <br />Policy for Surface Water Management <br />The City of Ramsey adopts the following interim strategy to reduce nonpoint source pollution (as <br />depicted in the Metropolitan Local Planning Handbook, May 1997) <br /> <br />~ Second Generation Watershed Management Plan~ Review Draft December 31, 1996, LRRWMO prepared <br />by SEH in cooperation with the Cities of Ramsey, Anoka, Andover and Coon Rapids. <br />2001 Ramsey Comprehensive Plan Appendix C-1 <br />Amended February 26, 2002 <br /> <br /> <br />
