2001 Comprehensive Plan <br />Amended February 26, 2002 <br /> <br />X. PARK, RECREATION AND OPEN SPACE <br /> <br />A. Existing Park and Recreation Facilities <br /> <br />Population growth in Ramsey will continue to place a high demand on park and recreation <br />facilities within the City; however, the demand will be primarily contained within the <br />future growth area of urban services westerly along Highway 10. Regional growth will <br />also place a greater demand on regional park facilities, such as County Parks, Sherburne <br />National Wildlife Refuge, Bunker Hills Regional Park, the Mississippi River and other <br />regional recreation facilities. <br /> <br />Ramsey is fortunate to have many natural resources within its boundaries. The Mississippi <br />River and Rum River offer scenic boating opportunities, Trott Brook and associated <br />wetlands create a natural open space corridor spanning across northern Ramsey, and many <br />pockets of oak woodland and wetlands give Ramsey residents opportunities to recreate in <br />a natural setting. Many of these resources are preserved and made accessible through <br />existing large community parks and neighborhood parks located throughout the <br />community. <br /> <br />The City of Ramsey has two regional parks within its boundaries, Mississippi West <br />Regional Park and the Rum River Central Regional Park. The Mississippi West Regional <br />Park is proposed to develop as a regional park in the years 2006-2007 while the Rum <br />River Central Park is currently being developed. These two regional parks encompass an <br />area of over 500 acres and will serve not only the Ramsey Community but also areas of <br />Anoka and Sherburne Counties. A State Wayside Rest between Highway 10 and the <br />Mississippi River in western Ramsey provides picnic and camping facilities. <br /> <br />Several community and neighborhood parks ranging in size from less than one acre to <br />over 50 acres are scattered throughout the City. These parks were typically deeded to the <br />City as part of the subdivision park dedication requirements. Some parks have been <br />developed with neighborhood tot lots, basketball courts, tennis courts or playgrounds <br />while many remain undeveloped or as open space. Two notable parks include Central <br />Park (primarily an athletic complex) and the handicap accessible River's Bend Park. <br /> <br />On the private side, Ramsey has two 18-hole golf courses open to the public, the Links at <br />Northfork located in west Ramsey just north of Highway 10 and Rum River Hills Golf <br />Course located near 167th Avenue and Highway 47. An additional outdoor recreation <br />facility that is privately owned and operated but open to the public is the St. Anthony Gun <br />Club. The Boy Scouts of America own approximately 160 acres of land, which is used for <br />recreational camping and outdoor activities along the Rum River. <br /> <br />The total amount of acreage devoted to the park and recreation system is roughly 1,800 <br />acres or approximately 10% of the of the City's 28 square miles.
