November 27, 2000 <br />The Honorable Joseph Quinn <br />Chief Judge Tenth Judicial District <br />Anoka County Courthouse <br />325 East Main Street <br />Anoka, Minnesota 55303 <br />Re: City of Ramsey, Anoka County, Minnesota, Charter Commission Annual Report <br />Dear Judge Quinn: <br />In accordance with Minnesota Statutes 410.05, the following is an annual report reflecting the <br />activities of the City of Ramsey Charter Commission during 1999. <br />Members of the Charter Commission are as follows: Kenneth Peterson (Chair), Susan Anderson, <br />Dennis Donovan, Keith Kiefer, Judy Marn, Richard Netzloff, Virginia Spain - Brist, Jay <br />Swokowski and Timothy Vogt. The Commission met on January 28, 1999 and September 23, <br />1999. <br />At the January 28, 1999 meeting, the Commission reviewed information/Charter City statistics <br />from the League of Minnesota Cities. The statistics included the number of Councilmembers <br />other Charter Cities have, which cities have primary elections, which cities use the ward system <br />for Councilmember elections, and which cities use city managers and which use city <br />administrators. Consensus at the meeting was that the City Administrator should contact other <br />cities to receive input on how their number of Councilmembers works for their situation. The <br />City Administrator was also asked to poll other cities to find out whether more candidates run <br />with the ward system. Pros and cons concerning a ward system were discussed. The question of <br />converting to the ward system was tabled until additional information is provided. Consensus of <br />the Charter Commission was to continue to study the possibility of instituting a primary election <br />for the City of Ramsey. A consensus was also reached stating that the present form of City <br />Administrator government is working and, therefore, no changes are being considered. Another <br />item on the agenda was term limits. The Commission was advised that there was no need to <br />discuss this item because, in 1995, the Court declared it unconstitutional to impose term limits on <br />an elected official. Appointed positions, however, can have term limits. The Charter <br />Commission reviewed Section 3.2.2 of Ramsey's Charter relating to Precinct Boundaries. That <br />
