Gibbs <br />Chief Judge Tenth Judicial District <br />Anoka County Courthouse <br />320 East Main Street <br />Anoka, Minnesota 55303 <br />RE: City of Ramsey, Anoka County, Minnesota Charter Commission Annual <br />Report <br />Dear Judge Gibbs: <br />In accordance with Minnesota Statute 410.05, the following is an annual report reflecting <br />the activities of the City of Ramsey Charter Commission during 1994. <br />The Commission met on the following dates: <br />January 20, 1994 <br />April 21, 1994 <br />July 21, 1994 <br />November 17, 1994 <br />A survey had been published in the City's Newsletter asking residents for their opinion on <br />a ward system versus an at -large Council and also on a primary election. The returns were <br />not overwhelming; however, the results did indicate that there was an interest in <br />something other than an at -large Council. Less interest was expressed in a primary <br />election. The Charter Commission discussed the issue of a ward system, at length, at both <br />their January and April meetings. At the April meeting, the consensus of the Commission <br />was that they would not affect a change for the 1994 election with regard to an at -large <br />versus a ward system, terms of the Mayor, primary elections and /or filing requirements. <br />At the July meeting, the Charter Commission discussed Section 4.2.1 of the Ramsey City <br />Charter and interpretation of such. This section deals with whether or not a person has to <br />resign from his /her currently -held Council seat if he /she runs for another seat and loses the <br />election. Charter recommended that Council introduce an ordinance amending the City <br />
