<br />Councilmember Menth introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #20-016 <br /> <br />A RESOLUTION APPROVING A ONE YEAR EXTENSION OF A CONDITIONAL USE <br />PERMIT TO EXCEED THE ALLOWABLE SQUARE FOOTAGE AND NUMBER OF <br />ACCESSORY BUILDINGS ON THE PROPERTY GENERALLY KNOWN 17902 SAINT <br />FRANCIS BLVD AND DECLARING TERMS OF PERMIT <br /> <br />RECITALS <br /> <br /> <br />1.The City of Ramsey received an application from Dale and Tammy Wills (the “Permittee”) <br />requesting a Conditional Use Permit to exceed the allowable square and number of <br />detached accessory buildings allowed on the property generally known as 17902 Saint <br />Francis Blvd NW and legally described as follows: <br /> <br />The northwest Quarter of the northeast Quarter together with the northeast Quarter <br />of the northwest Quarter both in Section 2, Township 32, Range 25, Anoka County, <br />Minnesota, except roads subject to easement of record. <br /> <br />(the "Subject Property") <br /> <br /> <br />2.That on February 7, 2019 the Planning Commission conducted a Public Hearing and <br />recommended City Council approve the requested Conditional Use Permit. <br /> <br /> <br />3.That on February 26, 2019, the City Council adopted Resolution #19-043 granting a <br />Conditional Use Permit to exceed the allowable square footage for, and the total number <br />of, detached accessory buildings on the Subject Property. <br /> <br /> <br />4.That on August 21, 2019, the City’s Building Official determined that the indoor horse <br />riding arenas would qualify as an agricultural use and would be exempt from a building <br />permit; however, per Ramsey City Code, a Zoning Permit would still be required. <br /> <br /> <br />5.That the Permittee submitted an application for a Zoning Permit for the first indoor horse <br />riding arena on September 13, 2019. <br /> <br /> <br />6.That on September 25, 2019, at the direction of the State Fire Marshall’s Office, it was <br />determined that MN State Fire Code was still applicable (even with the agricultural <br />designation) and that the Permittee would need to modify the building plans to address fire <br />suppression. <br /> <br /> <br />7.That on November 4, 2019, the Permittee contacted the Planning Division to request a one <br />year extension for the variance, which would have expired on February 7, 2020 if a permit <br />for a riding arena had not been issued. <br /> <br /> <br /> <br />
