<br />Councilmember Menth introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #20-001 <br /> <br />RESOLUTION AUTHORIZING PARTIAL PAYMENT #2 TO OMANN CONTRACTING <br />COMPANIES, INC. FOR IMPROVEMENT PROJECT #19-03, WOOD POND HILLS <br />AND CHESTNUT RIDGE STREET RECONSTRUCTIONS <br /> <br /> WHEREAS, <br />pursuant to Ramsey City Council Resolution #18-177, adopted August 28, <br />2018, a Feasibility Report was prepared by the City Engineer with reference to proposed <br />improvements to approximately 0.63 miles of streets within the Wood Pond Hills and Chestnut <br />Ridge developments including 146th Avenue, Helium Street, and Krypton Street, including the <br />reconstruction of streets and other appurtenant work; and <br /> <br />WHEREAS, <br />pursuant to Ramsey City Council Resolution #18-221, adopted October <br />23, 2018, the Feasibility Report was received and accepted, and a Public Hearing was ordered <br />for November 13, 2018 at 7 p.m., where the City Council considered the proposed improvements <br />for said streets in accordance with the Feasibility Report; and <br /> <br /> WHEREAS, <br />benefiting properties are proposed to be assessed for 25-percent of the cost <br />of the improvements, pursuant to Minnesota Statutes Chapter 429, Chapter 8 of the City Charter, <br />and the City’s Special Assessments Policy; and <br /> <br />WHEREAS, <br />the City Clerk gave mailed and published notice of such hearing and <br />improvements as required by law; and <br /> <br />WHEREAS, <br /> pursuant to Ramsey City Council Resolution #18-231, adopted November <br />13, 2018, the City Council conducted a Public Hearing, approved the Feasibility Report, and <br />ordered the City Engineer to prepare plans and specifications for the making of such <br />improvements; and <br /> <br /> <br /> WHEREAS, <br />pursuant to Ramsey City Council Resolution #19-080, adopted March 26, <br />2019, the City Council accepted final plans and specifications and authorized advertisements for <br />bids for said improvements; and <br /> <br /> WHEREAS, <br />bids were advertised in the Anoka Union Herald and in Finance and <br />Commerce on March 29 and April 5, 2019; and <br /> <br /> WHEREAS, <br />bids were received, opened, and tabulated on May 1, 2019, and the following <br />bids were found to comply with the advertisement for bids; and <br /> <br />WHEREAS, <br /> the bid of Omann Contracting Companies, Inc. of Albertville, Minnesota, in <br />the amount of $304,916.53 for the total bid for construction of the proposed improvements in <br />accordance with the approved plans and specifications and advertisement for bids, is the lowest <br />responsible bidder and their bid shall be and hereby is accepted; and <br /> <br />WHEREAS, <br />as of January 14, 2020 $252,037.83 has been paid to date; and <br /> <br /> <br />
