• City of Ramsey Anoka County, Minnesota RESOLUTION NO. 00-01-023 RESOLUTION OF THE CITY COUNCIL APPROVING ESTABLISHMENT OF TAX INCREMENT FINANCING DISTRICT NO. 1 -7 WHEREAS, the City Council of Ramsey (herein called the Council) has held a public hearing to receive input regarding the establishment of Tax Increment Financing District No. 1 -7 as provided in a report entitled "Tax Increment Financing District No. 1 -7 Plan" dated January 25, 2000 (herein called the Plan); and WHEREAS, Tax Increment Financing District No. 1 -7 is within the Project area of Development District No. 1; and WHEREAS, the City has previously established Development District No. 1, pursuant to Minnesota Statutes, Section 469.124 through 469.134, as amended; and WHEREAS, it is desirable and in the public interest that the City undertake and carry out a tax increment finance plan for Tax Increment Financing District No. 1 -7 pursuant to Chapter 469 of Minnesota Statutes, encompassing the parcels which are described on Exhibit A attached hereto and made a part hereof, (which area is herein called the "District "); and WHEREAS, the Plan sets forth the estimate of the fiscal and economic impact of tax increment financing on the tax capacity values of all taxing jurisdictions in which the District is located; and WHEREAS, the Anoka County Commissioner who represents this site was duly notified of the Plan and the public hearing; and WHEREAS, the Board of School District No. 11 has been notified of the public hearing for the review of the Plan; and WHEREAS, the City has received and considered the comments of the Anoka County Board, and the School Board of the School District No. 11, respecting the contents of the Plan; and WHEREAS, the City on January 25, 2000, after having published a notice of public hearing in the official newspaper of the City, conducted a public hearing on the Plan and received public comments on the same; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ramsey, Minnesota, as follows: Section 1. The City finds and determines that there is a need for the activities of the Project to be financed, in part, by the tax increments from the District. Section 2. The City finds and determines that the activities set forth in the Plan will establish, for the City, the opportunity to eliminate blight, promote redevelopment and economic development.
