• <br />City of Ramsey <br />Anoka County, Minnesota <br />RESOLUTION NO. 00-01-023 <br />RESOLUTION OF THE CITY COUNCIL APPROVING ESTABLISHMENT OF TAX <br />INCREMENT FINANCING DISTRICT NO. 1 -7 <br />WHEREAS, the City Council of Ramsey (herein called the Council) has held a public <br />hearing to receive input regarding the establishment of Tax Increment Financing District No. 1 -7 <br />as provided in a report entitled "Tax Increment Financing District No. 1 -7 Plan" dated January <br />25, 2000 (herein called the Plan); and <br />WHEREAS, Tax Increment Financing District No. 1 -7 is within the Project area of <br />Development District No. 1; and <br />WHEREAS, the City has previously established Development District No. 1, pursuant to <br />Minnesota Statutes, Section 469.124 through 469.134, as amended; and <br />WHEREAS, it is desirable and in the public interest that the City undertake and carry out <br />a tax increment finance plan for Tax Increment Financing District No. 1 -7 pursuant to Chapter <br />469 of Minnesota Statutes, encompassing the parcels which are described on Exhibit A attached <br />hereto and made a part hereof, (which area is herein called the "District "); and <br />WHEREAS, the Plan sets forth the estimate of the fiscal and economic impact of tax <br />increment financing on the tax capacity values of all taxing jurisdictions in which the District is <br />located; and <br />WHEREAS, the Anoka County Commissioner who represents this site was duly notified <br />of the Plan and the public hearing; and <br />WHEREAS, the Board of School District No. 11 has been notified of the public hearing <br />for the review of the Plan; and <br />WHEREAS, the City has received and considered the comments of the Anoka County <br />Board, and the School Board of the School District No. 11, respecting the contents of the Plan; <br />and <br />WHEREAS, the City on January 25, 2000, after having published a notice of public <br />hearing in the official newspaper of the City, conducted a public hearing on the Plan and received <br />public comments on the same; <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ramsey, <br />Minnesota, as follows: <br />Section 1. The City finds and determines that there is a need for the activities of the <br />Project to be financed, in part, by the tax increments from the District. <br />Section 2. The City finds and determines that the activities set forth in the Plan will <br />establish, for the City, the opportunity to eliminate blight, promote redevelopment and economic <br />development. <br />
