CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a work session on Tuesday, April 2, 2001, at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Susan E. Anderson <br />Councilmember Terry Hendriksen <br />Councilmember Patti Kurak <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator, James E. Norman <br />Assistant City Administrator Kim Moore-Sykes <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the work session of the City Council to order at 6:20 p.m. <br /> <br />WORK SESSION TOPICS FOR DISCUSSION <br /> <br />1) Highway #10 Access Lane Issue (B.& B Carpet/Ramsey Professional Building) <br /> <br />City Administrator Norman stated that Amcon had proposed one of the accesses to their building <br />to be located on the western portion of their property. A joint meeting was held by staff and <br />Amcon to discuss the location of the access and staff indicated at that time that the access should <br />be located at the property line to provide access to the Ramsey Professional Building as well. <br />Amcon chose not to construct the access on the common property line after that meeting. <br /> <br />Councilmember Zimmerman inquired as to where MnDOT recommended the access. <br /> <br />City Administrator Norman replied that MnDOT recommended that the access be located <br />between the two properties. Six months prior to the access being constructed, the City Engineer <br />and MnDOT met with the developer and agreed that the access would be located on the property <br />line. The opinion of the owners of the Ramsey Professional Building is that if the City were to <br />stand aside on the issue they could take legal action against B & B. It is the City's opinion that <br />the City does have legal ground to make them move the access. Mr. Norman stated that the City <br />could consider a small amount of financial assistance to move the access if both Amcon and <br />Ramsey Professional sign waivers to their right of access if a frontage road is constructed. <br /> <br />City Council/April 2, 2001 <br /> Page 1 of 6 <br /> <br /> <br />
