Mr. Paul Silk, a Ramsey resident with thirty years of experience in the motion picture
business, has approached the City with a contract proposal that outlines his assistance to the City during
negotiations for a Cinema in Town Center. Mr. Silk would be retained by the City for a period of two
years at a total fee of $5,000.

Acting Chairperson Elvig questioned if Mr. Silk would be the City's consultant in relation to
architectural ideas and the building of the Cinema.

Finance Officer Lund responded in the affirmative. She explained Mr. Silk has been involved in the
movie business for many years. He knows the different financing techniques and different things to
draw people into Town Center.
