FINANCE COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Finance Committee conducted a regular meeting on Tuesday November 23, 1999, at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Susan E. Anderson <br />Councilmember Margaret Connolly <br />Councilmember Terry Hendricksen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator James Norman <br />Finance Officer Diana Lund <br />Director of Public Works/Fire Chief Dean Kapler <br />Park/Utilities Supervisor Mark Boos <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the regular meeting of the Finance Committee to order at 5:35 p.m. <br /> <br />CITIZEN INPUT <br /> <br />There was none. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Authorization to Direct Fiscal Impact Study Addendum <br /> <br />City Administrator Norman stated that in September of this year, the City received a fiscal impact <br />study of growth from Springsted Public Finance Advisors. The report provided revenue <br />projections for a five-year period. After the presentation by the representatives of Springsted, the <br />Council discussed the possibility of having Springsted provide alternative scenarios in a study <br />addendum. A study addendum could also extend the analysis for a ten or fifteen year period for a <br />true long-range projection. Staff requested a Springsted provide a proposal for the fiscal impact <br />study addendum and received a proposal in October. Staff recommended proceeding with the <br />fiscal impact study addendum. <br /> <br />Councilmember Zimmerman stated that the TIF District by Casey's has been decertified and <br />questioned if other districts will be decertified in the near future. <br /> <br />City Administrator Norman replied District 6 will be decertified in 2006. <br /> <br />Finance Committee/November 23, 1999 <br /> Page 1 of 5 <br /> <br /> <br />
