PUBLIC WORKS COMMITTEE <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> The Public Works Committee conducted a regular meeting on Tuesday, July 20, 2021, at the <br /> Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br /> Members Present: Chairperson Chris Riley <br /> Councilmember Debra Musgrove <br /> Councilmember Matt Woestehoff <br /> Also Present: Public Works Superintendent Grant Riemer <br /> City Engineer Bruce Westby <br /> Civil Engineer IV Leonard Linton <br /> City Administrator Kurt Ulrich <br /> 1. CALL TO ORDER <br /> Chairperson Riley called the regular meeting of the Public Works Committee to order at 5:30 p.m. <br /> 2. CITIZEN INPUT <br /> Michael St. Clair, 5805 148th Lane NW, stated that they live on a gravel road, and they have <br /> experienced different issues at their property. He stated that it has been brought to their attention <br /> by Councilmember Musgrove that there is a policy to pave the gravel roads in Ramsey. He stated <br /> that they have a lot to lose if that happens. He commented that they live on a quiet, dead-end road. <br /> He asked that they could vacate their easement. He noted that it was presented as an option when <br /> they received a variance for their pole shed. He stated that it would not make sense to create a cul- <br /> de-sac at the end of the road in front of their property. He stated that they have had plenty of <br /> situations where they had reached out to the City about pursuing vacation of the easement along <br /> with the variance but had been told that if they wanted to build in that year, they should receive <br /> the variance and then pursue vacation of the easement as the easement vacation would delay the <br /> process. He commented on the mature tree line and wetland park that brings in wildlife. He stated <br /> that if the road needs to be paved, perhaps a hammerhead could be used instead of a cul-de-sac <br /> which would still allow the easement to be vacated. He again noted that he would prefer to have <br /> gravel for his road. <br /> Public Works Superintendent Riemer commented that he does not care if the road is paved but <br /> would need some sort of area for a turnaround of public works vehicles. <br /> Mr. St. Clair commented that they would be more than happy to have a hammerhead to provide <br /> additional turnaround room. He noted that during the review of the variance by the Planning <br /> Commission, one Commissioner made the comment that the easement should be vacated. <br /> Public Works Committee/July 20, 2021 <br /> Page 1 of 7 <br />
