ORDINANCE #05-22 CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AN ORI)INANCE REGULATING THE OPERATION OF WATERCRAFT ON THE RUM RIVER IN THE CITY OF RAMSEY, MINNESOTA Thc City of Ramsey hereby ordains as follows: SECTION 1. PURPOSE. As authorized by Minnesota Statutes 86B.201, 86B.205, and 459.20, AND Minnesota Rules 6110.3000 - 6l 10.3800 as now in effect and as hereafter amended, this Ordinance is enacted for the purpose and with the intent to regulate the operation and speed of watercraft on the Rum River within the city limits of the City of Ramsey. The limitations contained in this ordinance arc dcsigncd to prevent and limit the erosion which is occurring to the banks and shoreline of the Rum River within thc City of Ramsey. This ordinance is designed to protect persons and property in connection with the use of said waters; to harmonize and integrate the varying uses of said waters; and to promote the general health, safety and welfare of the citizens of Ramsey. SECTION 2. DEFINITIONS. Thc following words and phrases, when used in this ordinance, shall have the meanings set forth: Person includes an individual, partnership, corporation or any body of persons, whether incorporated or formed as association or not. Operate means to navigate or otherwise use a watercraft. Watercraft is as defined in Minnesota Statutes 86B.005, Subd. 18. Slow-No-Wake means the operation of a watercraft at the slowest possible speed necessary to maintain steerage and in no case greater than five (5) miles per hour. Rum River is that body of water which borders the cities of Anoka and Ramsey. SECTI()N 3. REGULATIONS. No person shall operate a watercraft of greater than a slow-no-wake speed (five [5] miles per hour) on the Rum River within the following slow-no-wake zones in the Rum River identified on thc attached map: ?A}llC Location (Mile Marker) Ramsey/Anoka City Limits to 4.4 Mile Marker 'Ibc slow-no-wake zone shall be in effect all twenty-four hours of the day, all year.
