ORDINANCE#22-14 <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> AN AMENDMENT TO SECTION 34 OF THE RAMSEY CITY CODE RELATED TO <br /> ENFORCEMENT OF PUBLIC HEALTH, ADDING TWO NEW PROVISIONS <br /> THERETO REGARDING TO THE PROTECTION OF INDIVIDUAL CHOICES OF <br /> MEDICAL TREATMENTS <br /> The City of Ramsey ordains: <br /> SECTION 1. AUTHORITY <br /> This ordinance is adopted pursuant to and under the authority of the City Charter of the City of <br /> Ramsey. <br /> SECTION 2. AMENDMENT TO CITY CODE SECTION 34 BY CREATING AND <br /> INSERTING THEREIN TWO ADDITIONAL PROVISIONS: <br /> The Current City Code, Section 34, is amended by adding two addition provisions as follows: <br /> "ARTICLE III. OFFENSES INVOLVING PUBLIC HEALTH <br /> DIVISION FOUR. Discrimination For Personal Health Decisions During Pandemic Prohibited <br /> Sec. 34-110 Findings. <br /> It is found that the pandemic that occurred throughout the world,nation and city beginning in 2020 <br /> has created significant legal pressures to require vaccination or other medical procedures or require <br /> conduct or behavior on the part of individuals irrespective of the choices or rights those individuals <br /> who may oppose such requirements or mandates. Moreover, the City of Ramsey expressly <br /> recognizes the right of any individual to refuse medical treatment. The City of Ramsey finds that <br /> imposing any requirement of vaccination or similar invasive medical procedure or treatment <br /> violates the civil rights of any individual opposing said vaccination or invasive medical procedure. <br /> Further, the City finds that any negative action it or its employees or agents might take to deny <br /> employment, public services offered by or through the City, or any approval of any matter <br /> requiring approval of the city, based on an individual's decision to accept or not accept medical <br /> treatment, including vaccination, violates that individuals personal rights and is contrary to the <br /> basic liberties guaranteed to its citizens under the law. <br /> Section 34-111 Illegal Discrimination Against Individual Medical Treatment Decisions <br />
