Councilmember Heineman introduced the following resolution and moved for its adoption: RESOLUTION #22-010 RESOLUTION GRANTING PRELIMINARY PLAT APPROVAL, FOR TROTT BROOK CROSSING WHEREAS, the City Council considered and tabled Resolution 421-309 at their November 9, 2021 Regular meeting; and WHEREAS,this resolution replaces Resolution 421-309; and WHEREAS, TEG Land Holdings, LLC, dba Sotarra and/or Twin Cities Land Development, hereafter referred to as "Developer",properly applied for Preliminary Plat approval of the property located in the City of Ramsey legally described in Exhibit A (the `Subject Property'); WHEREAS, the City and Developer have been working on a long-range land use plan for the Subject Property since the end of 2019; and WHEREAS, the City reviewed the Sketch Plan for the project on August 6, 2020; and WHEREAS, the City received an Application for Preliminary Plat Approval for Trott Brook Crossing onSeptember 23, 2021, which includes 270 detached single-family homes; and WHEREAS, the Planning Commission held a Public Hearing and reviewed the Preliminary Plat on October 28, 2021; and WHEREAS,the City Council met on November 9, 2021 and held another Public Hearing; and WHEREAS,pursuant to Ramsey City Council Resolution 421-319, adopted November 9, 2021,the Citycommissioned an independent Traffic Study to verify the results of the Traffic Study completed by the Trott Brook Crossing developer as part of the Environmental Assessment Worksheet process; and WHEREAS, the City commissioned independent Traffic Study generally verifies the results of the Traffic Study completed by the Trott Brook Crossing developer; and WHEREAS, the City Council met on January 11, 2022 and approved of the project with contingencies as listed below. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY,ANOKA COUNTY, STATE OF MINNESOTA, as follows:
