Anderson <br />Councilmember Margaret Connolly <br />Councilmember Terry Hendriksen <br />Councilmember Gerald Zimmerman <br /> <br />Commission Members Present: <br /> <br />Chairperson Keith Kieffer <br />Commissioner Barry Childs <br />Commissioner Marjorie Henke <br />Commissioner Hanna LaMere <br />Commissioner Virginia Spain Brist <br /> <br />Commission Members Absent: <br /> <br />Commissioner Dennis Donovan <br />Commissioner Richard Netzloff <br />Commissioner Kathy Rosenow <br />Commissioner Timothy Vogt <br /> <br />Also Present: <br /> <br />City Administrator, James E. Norman <br />City Attorney William Goodrich <br />Assistant City Administrator Kim Moore-Sykes <br />Deputy City Clerk Jo Thieling <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the joint meeting to order at 6:25 p.m. <br />TOPICS FOR DISCUSSION <br /> <br />Case #1: <br /> <br />Ward System Proposal/Primary Election/Number of Council Seats/Section <br />6.3 of the City Charter <br /> <br />City Administrator Norman stated that the Charter Commission has actively discussed changing <br />the current at-large Council election system to a Ward system during their meetings in 1993 and <br />1994. The topic was revisited during the Charter Commission meetings through most of 1999. <br />He noted that the Charter Commission reviewed what other Charter cities have done and <br /> <br />City Council/August 22, 2000 <br /> Page 1 of 3 <br /> <br /> <br />
