CHARTER COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Charter Commission conducted an informational meeting to inform the public of
the background for the Charter amendment questions on the November 2000 ballot. The
meeting was held on Wednesday, October 4, 2000, at the Ramsey Municipal Center, 15153
Nowthen Boulevard NW, Ramsey, Minnesota.

Members Present:

Chairperson Keith Kiefer
Commissioner Barry Childs

Members Absent:

Commissioner
Commissioner
Commissioner
Commissioner
Commissioner
Commissioner
Commissmner

Dennis Donovan
Marguerite Henke
Hannah LaMere
Richard Netzloff
Kathy Rosenow
Virginia Spain Brist
Timothy Vogt

Also Present:

City Administrator James E. Norman
Assistant City Administrator Kim Moore-Sykes

CALL TO ORDER

Chairperson Kiefer called the informational meeting to order at 6:34 p.m. and noted that because
this is an informational meeting, a quorum of the Commission is not necessary.

Case #1: Ballot Question Number One

Chairperson Kiefer read Question Number One which reads as follows: Shall the Charter of the
City of Ramsey be amended by adoption of an amendment that would increase the number of
Councilmembers of the City Council from four to six be effective with the general election in the
year 2002? He stated that the Charter Commission has been meeting for about three years
discussing various topics, i.e. primaries, changing the form of government from all our
Councilmembers running at large to being elected in a ward, or a combination of both.
Currently, the Mayor and four Councilmembers all run at large. Therefore, as it stands right
now, if the citizens vote to increase the number of Councilmembers, all six will run at large.

City Administrator Norman stated that there were three main issues for discussion at the Charter
level: the number of Councilmembers, implementing a ward system and the need for a City
primary. He explained the purpose of a primary. Ramsey currently has four members on
Council - five with the Mayor. The ballot question would change the members fi:om four to six
for a total of seven. The assumption is it would still be staggered terms.

Charter Commission Public Informational Meeting/October 4, 2000
Page 1 of 4
