FINANCE COMMITTEE CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey Finance Committee conducted a regular meeting on Tuesday September 13, 2000, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. Members Present: Mayor Thomas Gamec Councilmember Susan E. Anderson Councilmember Margaret Connolly Councilmember Terry Hendricksen Councilmember Gerald Zimmerman Also Present: City Administrator James E. Norman Finance Officer Diana Lurid Director of Public Works/Fire Chief Dean Kapler Police Chief David Gustafson CALL TO ORDER Mayor Gamec called the regular meeting of the Finance Committee to order at 6:55 p.m. CITIZEN INPUT There was none. COMMITTEE BUSINESS Case#l: Adopt Resolution Approving Proposed 2001 Payable Tax Levy and Scheduling Budget Public Hearing Dates Finance Officer Lund stated that the proposed 2001 payable tax levy is $3,738,054. While the proposed levy can always be reduced, it cannot be increased without "higher" level approval through an appeal process. Therefore, it is staffs position that the maximum proposed levy be adopted at tonight's meeting at the level proposed. The proposed levy must be certified to Anoka County by Friday, September 15, 2000, therefore, the Council must make a decision as to the amount of this levy. The City of Ramsey's 2001 public hearing to consider the 2001 budget and tax levy must be held between November 29, 2000, and December 20, 2000, and the date of the initial hearing must not conflict with the dates selected by the County, school districts or special taxing districts, although the continuation hearing may. In order to ensure that public comments received during the public hearings are given due consideration, formal adoption of the levy and 2001 budget must occur at least one day after the initial or continuation hearing, but Finance Committee/September 13, 2000 Page 1 of 3
