PUBLIC WORKS COMMITTEE
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Public Works Committee conducted a regular meeting on Tuesday, August 14,
2000, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota.

Members Present:

Chairperson Gerald Zimmerman
Councilmember Terry Hendriksen

Also Present:

Director of Public Works/Fire Chief Dean Kapler
Public Works Supervisor Grant Reimer
City Engineer Steve Jankowski
City Engineer Brian Olson

CALL TO ORDER

Chairperson Zimmerman called the regular meeting of the Public Works Committee to order at
5:30 p.m.

CITIZEN INPUT

There was none.

APPROVE AGENDA

Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to approve
the agenda as amended,

Further discussion: Councilmember Zimmerman inquired as to where the requirement that a
resident has to bring their septic system up to code comes from. City Engineer Jankowski replied
that the City requires residents have their septic system inspected prior to sale of the property and
then they are allowed 12 months to update the system. Councilmember Zimmerman stated that
he was approached by a resident who was told that she could not close on the sale of her home
until their septic system was brought up to date. City Engineer Jankowski explained that a
transfer of home ownership cannot be completed until the system is inspected by a certified
inspector, but if the system fails they have 12 months to update the system and who will be
responsible to bring the system up to code would become an issue of the sale. Councilmember
Hendriksen requested that they add the issue as Case #3 to discuss the "due on sale clause".

Motion carried. Voting Yes: Councilmembers Zimmerman and Hendriksen. Voting No: None.
Absent: None.

Public Works Committee/August 14, 2000
