PUBLIC WORKS COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Public Works Committee conducted a regular meeting on Tuesday, September 19, <br />2000, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Chairperson Gerald Zimmerman <br />Councilmember Terry Hendriksen <br /> <br />Also Present: <br /> <br />Director of Public Works/Fire Chief Dean Kapler <br />Public Works Supervisor Grant Reimer <br />City Engineer Steve Jankowski <br />City Engineer Brian Olson <br /> <br />CALL TO ORDER <br /> <br />Chairperson Zimmerman called the regular meeting of the Public Works Committee to order at <br />5:30 p.m. <br /> <br />CITIZEN INPUT <br /> <br />There was none. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #6: Update on Trunk Highway #47 <br /> <br />City Engineer Jankowski stated that in August and June the Public Works Committee had <br />discussed the issues of increased noise and visibility of traffic to the residents east of Trunk <br />Highway #47, particularity those south of 149th Avenue NW. In response to inquires from <br />residents, MnDOT had conducted an analysis of simulated traffic noise levels. Staff presented <br />the Committee with an analysis that was presented at a meeting held on Wednesday, September <br />13, 2000. The study indicated the levels of noise in decibels with or without a six-foot noise <br />wall. The construction of such a wall on the top of the existing berm would reduce the 2020 <br />levels to at or below the pre-construction levels (except for reception 4, which is only one decibel <br />higher). MnDOT has concluded that this screening wall is warranted by the data and has agreed <br />to participate in the cost of the wall with 80% Federal Funding. The City would be responsible <br />for 20% of the wall cost. It is estimated that the wall would extend from 149th Avenue south to <br />the wetland near the old Law's rental property. Its cost is estimated to be roughly $100,000. The <br />wall could be constructed this fall, but might also be built next spring if fall construction is not <br />possible. The City would need to agree to enter into a supplemental agreement with MnDOT for <br />this project change.
