CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a work session on Monday, May 1, 2000, at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas G. Gamec (arrived a little late) <br />Councilmember Susan E. Anderson <br />Councilmember Terry Hendriksen <br />Councilmember Gerald Zimmerman <br /> <br />Members Absent: Councilmember Margaret Connolly <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Community Development Director Sylvia Frolik <br />Planner Anita Rasmussen <br /> <br />CALL TO ORDER <br /> <br />Councilmember Zimmerman called the Council work session to order at 5:40 p.m. <br /> <br />COUNCIL BUSINESS <br /> <br />City Administrator Norman talked about the presentation to NCDA. It was felt it would be more <br />effective to get to the main points and to have color handouts. The handouts will list the six most <br />important items. <br /> <br />#1: Mallard Ponds <br /> <br />Chris Bulow stated that it seems as if the neighbors there have gone from no development to <br />saying some type of development is reasonable. <br /> <br />Neighbor: We were all against it at first but we all did know it had to be developed. It will be a <br />hodgepodge if Chris Bulow does not develop it. We have it worked out. We did not want <br />through streets - we already have traffic problems. The neighborhood feels there's a good buffer. <br />We would rather see this instead of industry, etc. We fought the apartments but this area was <br />called a high-density area, we would rather have it more toward the highway than closer to our <br />houses. <br /> <br />Councilmember Hendriksen stated there is a maximum density but the developer is not <br />guaranteed to get the maximum density. That's what we are wrestling with right now. <br /> <br />Mr. Bulow stated that 140 is the least dense we can make the apartment site.
