BOARD OF ADJUSTMENT <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Board of Adjustment conducted a public hearing on Thursday, March 23, <br />1989 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota <br />regarding the City's request for a variance to the Rum River setback requirements. <br /> <br />Members Present: <br /> <br />Mr. Roy Shumway, Chairman <br />Mr. Gerald Zimmerman <br />Mr. Jim Holm <br />Mr. Charles LaDue <br />Mr. Michael Terry <br /> <br />Also Present: <br /> <br />Mr. Mefland Otto/Hakanson Anderson & Associates <br />Planning Assistant Sylvia Fmlik <br /> <br />Members Absent: Mr. Terry Hendriksen <br /> <br />CALL TO ORDER <br /> <br />Chairman Shumway called the public hearing to order at 7:40 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Otto stated that the City is proposing to develop River's Bend Park South with <br />bituminous trails for use by handicapped persons and the general public, a picnic area, <br />bench rest area, fishing pier, and interpretive areas and displays. When the City deeded the <br />right-of-way for the Rum River Bridge approach to the County, it failed to retain right of <br />access across that right-of-way in order to access the southern portion of River's Bend <br />Park. The City designed an access to River's Bend South Park under the Rum River <br />Bridge; that alignment was approved by the Corps of Engineers, Fish and Wildlife and <br />DNR but disapproved by the County. Anoka County is indicating that the River's Bend <br />Park South access road should be aligned to the east, nearer the Rum River. The Corps of <br />Engineers and Fish and Wildlife are negative to an access road aligned further east; DNR <br />indicates that such an alignment would require a variance from the Rum River setback <br />requirements. In summary, the issue of an access road to River's Bend Park South is at an <br />impasse. The City is proceeding to acquire a variance to Rum River setback requirements <br />in order to maintain a maximum amount of flexibility in working out a resolution to the <br />problem. <br /> <br />Mr. Otto noted that City Staff has indicated to Anoka County that it will not do anything to <br />jeopardize the Rum River Bridge project. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Holm and seconded by Commissioner Zimmerman to adjourn <br />the public hearing. <br /> <br />Board of Adjustment Public Hearing/Maroh 23, 1989 <br /> Page 1 of 2 <br /> <br /> <br />
