RESOLUTION #79-23 <br /> <br /> CITY OF RAMSEY <br /> ANO~A COUNTY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION PERTAINING TO CONTINUED MEMBERSHIP IN MINNESOTA <br />LEAGUE OF CITIES <br /> <br /> WHEREAS, the City of Ramsey, State of Minnesota is a member of the <br />Minnesota League of Cities <br /> <br /> WHEREAS, the Minnesota League of Cities is an association to represent <br />all the member Cities in the State of Minnesota <br /> <br /> WHEREAS, the Minnesota League of Cities Board consists of Metropolitan <br />Communities and outstate communities <br /> <br /> WHEREAS, the Minnesota League of Cities stand on State Local Aid <br />Formula for the distribution of local aids does not benefit outer suburban <br />cities with rapid growth or communities who maintain a low rate. <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, STATE OF MINNESOTA, as follows: <br /> <br /> 1) Because of the lack of support in the developing fair equitable <br />State tax law regarding the distribution of local aids to communities in <br />the State of Minnesota the City Council is prepared to withdraw from the <br />Minnesota League of Cities. <br /> <br /> 2) The City of Ramsey is considering to withdraw its membership and <br />support from the above stated association for the following reasons: <br /> <br />a) One of the reasons the Minnesota League of Cities was es- <br />tablished was to assist all its members in a fair equitable <br />manner in regards to legislation concerning all local government <br />matters, however <br /> <br />b) the Minnesota League of Cities has blatantly failed to <br />fairly represent the outer tier suburbs on the State Law <br />governing the distribution of State Aids <br /> <br />c) Even though the Minnesota League of Cities recognizes the <br />inequities in the law governing the distribution of State Local <br />Aid and instead of trying to develop fair and equitable legisla- <br />tion, the League of Cities has chosen to initiate legislation <br />that further perpetuates the inequities in the distribution of <br />the State Aid to outer tier suburban communities (with rapid <br />growth) or Communities who maintain low mill levies through <br />prudent budgeting. <br /> <br /> <br />
