Councilmember Cox introduced the following resolution and moved for its <br />adoption: <br /> <br />RESOLUTION #82-24 <br /> <br />RESOLUTION REGARDING METROPOLITAN WASTE CONTROL COMMISSION SANITARY SEWER <br />INTERCEPTOR LINE THAT WILL SERVE RAMSEY'S SECOND CONNECTION <br /> <br /> WHEREAS, the Metropolitan Waste Commission is in the process of <br />constructing the Anoka portion of the CAB; and <br /> <br /> WHEREAS, the Anoka portion of the CAB provides for a connection <br />point for the future extension of Ramsey's second connection; and <br /> <br /> WHEREAS, the point of connection for Ramsey's second connection <br />has been located approximately one quarter mile from Trunk Highway #47 and <br />when extended north to the Ramsey border, the connection point would be <br />approximately 600 feet west of Trunk Highway #47; and <br /> <br /> WHEREAS, the City of Ramsey updated its Comprehensive Sewer Plan <br />in 1978 which calls for the locations of Ramsey's second connection to be <br />approximately 2,000 feet west of Trunk Highway #47; and <br /> <br /> WHEREAS, the City of Ramsey passed Resolution #80-24 on April 2, <br />1980 requesting that the MWCC install the Ramsey second connection at the <br />same time sanitary sewer service is provided to the Dunham Oaks District <br />in the City of Anoka; and <br /> <br /> WHEREAS, the Ramsey City Administrator, as requested by the City <br />Council, sent a letter on August 14, 1980 to the MWCC directing them to <br />provide the second connection at the same time sanitary sewer service be- <br />comes available to the Dunham Oaks area in the City of Anoka; and <br /> <br /> WHEREAS, the Ramsey City Administrator stated in his letter of <br />August 14, 1980 that major obstacles which would be costly to overcome <br />could be anticipated in constructing the interceptor at a later date; and <br /> <br /> WHEREAS, the City Engineer has contacted the landowner's consult- <br />ants in the City of Anoka with regard to development of the corridor for <br />the Ramsey second connection; and <br /> <br /> WHEREAS, the landowner's consultants have stated that by moving <br />the connection point for the Ramsey second connection to the west in the <br />vicinity of manhole no. 15, the proposed interceptor could share right-of- <br />way with a proposed street resulting in a cost savings; and <br /> <br /> WHEREAS, the landowner's consultants have reviewed the topography <br />of the area and find that the moving of connection point to manhole no. 15 <br />would result in shallower cuts to install the interceptor resulting in <br />further savings; and <br /> <br /> WHEREAS, the City of Ramsey was not provided with a copy of the <br />final plans for the construction of the Anoka interceptor, nor were they <br />afforded the opportunity to comment on the effect the plans would have on <br />the City of Ramsey. <br /> <br /> <br />
