Councilmember Reimann introduced the following resolution and moved for its <br />adoption: <br /> <br />RESOLUTION #83-6 <br /> <br />RESOLUTION ESTABLISHING POLICY FOR PAYMENT OF PER DIEM TO PERSONS APPOINTED <br />TO COUNCIL, METRO OR STATE ADVISORY COMMISSIONS/COMMITTEES <br /> <br /> WHEREAS, at its December 21, 1982 meeting, the Ramsey City <br />Council discussed the per diem payment to citizens (excluding City Council- <br />members, Staff members and consultants) who are appointed to Metropolitan <br />Council committees and/or other state and county advisory committees; and <br /> <br /> WHEREAS, the City Council directed its Personnel Committee to <br />review, report and make recommendations to the full Council; and <br /> <br /> WHEREAS, the Personnel Committee has reviewed this question and <br />made its recommendation to the Council. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RAMSEY, ANOKA <br />COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> 1) That any citizen appointed to a City Council standing <br />committee, Metropolitan Council, State and/or County advisory committee by <br />the Ramsey City Council may, when specifically authorized by Council reso- <br />lutior, receive a per diem payment of $25.00 per meeting from the City of <br />Ramsey for meeting attendance. This does not include parking or mileage. <br /> <br /> 2) That in those instances where an individual receives a per <br />diem from the agency establishing the committee on which he is to serve, he <br />shall not receive an additional per diem from the City. <br /> <br /> 3) That any individual who applies to the City for a per diem <br />payment shall, prior to payment, supply a statement to the City from the <br />committee on which he serves indicating that the individual does not receive <br />a per diem directly from the committee and, if applicable, advise the City <br />of the mileage and parking allowance he does receive from the committee. <br /> <br /> 4) That mileage and parking allowance an individual may receive <br />from a committee shall not be deemed to be a per diem payment for the purpose <br />of this resolution except in those instances where the meeting is held within <br />the City of Ramsey's boundaries. It shall not be the City's policy to pay <br />committee members mileage or parking allowance for attendance at meetings <br />held within the City's boundaries. <br /> <br /> 5) That the Council, in its discretion, may review and modify <br />the above policy in those situations where the expense of serving on a com- <br />mittee exceeds the above allowance and this expense is provento the Council <br />by appropriate documenation and the City Council finds that it is in the <br />City's best interests to pay the added cost in order to insure City repre- <br />sentation at the meetings in question. <br /> <br />Page 1 of 2 <br /> <br /> <br />
