Councilmember Van Wagner introduced the following resolution and moved for its <br />adoption: <br /> <br />RESOLUTION ~84-3 <br /> <br /> WHEREAS, the City Council authorized the advertisement of bids for a computer <br />system on December Z0, 1983; and <br /> <br /> WHEREAS, bids were received by the City on the 9th day of January, 1984 <br />at 3:00 p.m.; and <br /> <br /> WHEREAS, the bids were tabulated and evaluated and analyzed by the City <br />Staff and its consultant, Thompson and Company; and <br /> <br /> WHEREAS, the bid tabulation and analysis were presented to the City Council <br />at its January Z4, 1984 meeting, which tabulation is attached~hereto as Exhibit "A". <br /> <br /> WHEREAS, the City Council finds that it is necessary to enter into a contract <br />with the most responsible bidder, which contract should detail financing and other <br />details relating to the purchase of a computer system; and <br /> <br /> WHEREAS, the City Council finds that it is not willing to accept any bid until <br />a full complete contract is presented detailing all aspects of the proposed bid purchase, <br />at which time the Council will then act to accept or reject the proposed contract; <br />and <br /> <br /> WHEREAS, the request for bids (RFP) states that the Council has a period <br />of 60 days from January 9, 1984 in which to either accept or reject the bids; and <br /> <br /> WHEREAS, it is not the intent of this resolution to either accept or reject <br />any bid; and <br /> <br /> WHEREAS, it i~s the intent of this resolution to direct Staff and the City's <br />consultant to select the apparent low bidder and negotiate a contract with that bidder <br />for Council review. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA as follows: <br /> <br /> 1) That the Council hereby receives all bids presented to the City on January <br />1984 at 3:00 p.m. <br /> <br /> Z) That the City Staff and the City's consultant are directed to negotiate <br />a final contract with the apparent low bidder and present said contract to the City <br />Council for its review. <br /> <br />3) That until further Council action, no bid is either accepted or rejected. <br /> <br /> 4) That pursuant to the RFP, the Council will either (a) accept one bid and <br />reject the remainder; or (b) reject all bids, which action will take place on. or before <br />March 9, 1984. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by <br />Councilmember Sorteberg and upon vote being taken thereon, the following voted <br />in favor thereof: <br /> <br /> <br />
