That a public hearing shall be held on such proposed improvement on the 13th day of FebruanY, ] 990 in the Council Chambers of the Ramsey Municipal Center at 7:00 p.m. and the City ~.d~ministrator shall give mailed and published notice of such hearing and improv~m{nt as required by law.
