PLANNING COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a special meeting on Tuesday, October 19, 1999, <br />at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Chairperson Leo Anderson <br />Commissioner Chris Dempsey <br />Commissioner Robert Johnson <br />Commissioner Michael Nixt <br /> <br />Members Absent: <br /> <br />Commissioner Sharon Jensen <br />Commissioner Bill Kociscak <br />Commissioner Joe Wivoda <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br />Community Development Assistant Sean Walther <br /> <br />CALL TO ORDER <br /> <br />Chairperson Anderson called the special meeting to order at 5:07 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />APPROVAL OF AGENDA <br /> <br />Motion by Commissioner Dempsey and seconded by Commissioner Nixt to approve the agenda <br />as presented. <br /> <br />Motion carried. Voting Yes: Chairperson Anderson, Commissioners Dempsey, Nixt and <br />Johnson. Voting No: None. Absent: Commissioners Jensen, Kociscak and Wivoda. <br /> <br />COMMISSION BUSINESS <br /> <br />Case/ti: Ramsey Redevelopment Plan for Fire Station Project <br /> <br />Community Development Assistant Walther explained that the City is looking for a creative way <br />to fund a new fire station without being in conflict with the levy limits. The Economic <br />Development Authority (EDA) will be asked to issue lease revenue bonds, with the bond <br />proceeds to be used for the construction of Fire Station #2. The EDA will act as the lessor to the <br />City of Ramsey, the lessee. The City will include the annual principal and interest payments as a <br />special levy to be certified to the following year's property taxes.
