ORDINANCE 00-03 CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AN ORDINANCE ESTABLISHING A STORM SEWER IMPROVEMENT TAX DISTRICT (MISSISSIPPI RIVER STORMWATER SUBDRAINAGE DISTRICT NO. 1) IN THE CITY OF RAMSEY, ANOKA COUNTY, MINNESOTA. The City of Ramsey ordains: SECTION 1. AUTHORITY The City of Ramsey is authorized by Minnesota Statutes, {}444.16 through 444.21 (the "Act") to establish storm sewer improvement tax districts for the purposes of constructing and financing storm sewers and related facilities. SECTION 2. FINDINGS The City hereby finds and determines that it is necessary and desirable for the health, safety and welfare of its residents and for the proper control of storm drainage and flooding in the City to use the authority contained in the Act to establish a storm sewer improvement tax district (the "District"), The purpose of the District shall be to finance through a tax the cost of acquisition, construction, reconstruction, extension, maintenance and other improvements to storm sewer systems and related facilities with the District as prescribed in the Act. SECTION 3. BOUNDARIES OF DISTRICT The Mississippi River Stormwater Subdrainage District No. 1 is established. The boundaries of the District are as follows: See attached Exhibit "A" containing legal descriptions. SECTION 4. EFFECTIVE DATE The effective date of this Ordinance is thirty (30) days after its passage and publication, subject to City Charter Section 5.04.
