ORDINANCE #89-7 CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AN ORDINANCE ESTABLISHING AN ALARM SYSTEM FOR THE CITY OF RAMSEY. AN ORDINANCE ADDING AN ALARM SYSTEM TO THE CITY CODE. The City of Ramsey Ordains: SECTION 1. AMENDMENT. The City Code is hereby amended by the addition of the following sections: ALARM SYSTEM PURPOSE. The City Council of the City of Ramsey deems it necessary to provide for the special and express regulation of alarm systems which are designed to signal the presence of a hazard requiring urgent attention and Io which public safety personnel are expected to respond in order to protect the public health, safety and welfare. DECLARATION OF POLICY. The Council has determined that the regulation of alarm systems is necessary in order to reduce the increasing frequency of false alarms in Ramsey. The great number and increasing frequency of these false alarms requires intensive, time-consuming efforts by the Police Department and Fire Department and thereby distracts from and reduces the level of services available to the rest of the community. This diminishes the ability of the City to promote the general health, welfare and safety of the community. In consideration for the necessity on the part of the City to provide numerous Public Safety services in one area to work to the detriment of members of the general public, it is hereby decided that the alarm systems shall be regulated through the permit process. DEFINITIONS. Public Safety Personnel means the law enforcement and fire department officers of the City. Alarm User means the person, firm partnership, association, cooperative, company or organization of any kind in control of any building, structure, or facility wherein an alarm system is maintained. Anoka County Communications Center is the facility operated by the County of Anoka, State of Minnesota to receive emergency requests for service and general information from the public to be dispatched to respective public safety units.
