ORDINANCE #89-7 <br /> <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN ORDINANCE ESTABLISHING AN ALARM SYSTEM FOR THE CITY OF RAMSEY. <br /> <br />AN ORDINANCE ADDING AN ALARM SYSTEM TO THE CITY CODE. <br /> <br />The City of Ramsey Ordains: <br /> <br />SECTION 1. AMENDMENT. <br /> <br />The City Code is hereby amended by the addition of the following sections: <br /> <br />ALARM SYSTEM <br /> <br />PURPOSE. <br /> <br />The City Council of the City of Ramsey deems it necessary to provide for the special and express <br />regulation of alarm systems which are designed to signal the presence of a hazard requiring <br />urgent attention and Io which public safety personnel are expected to respond in order to protect <br />the public health, safety and welfare. <br /> <br />DECLARATION OF POLICY. <br /> <br />The Council has determined that the regulation of alarm systems is necessary in order to reduce <br />the increasing frequency of false alarms in Ramsey. The great number and increasing frequency <br />of these false alarms requires intensive, time-consuming efforts by the Police Department and <br />Fire Department and thereby distracts from and reduces the level of services available to the <br />rest of the community. This diminishes the ability of the City to promote the general health, <br />welfare and safety of the community. In consideration for the necessity on the part of the City to <br />provide numerous Public Safety services in one area to work to the detriment of members of the <br />general public, it is hereby decided that the alarm systems shall be regulated through the <br />permit process. <br /> <br />DEFINITIONS. <br /> <br />Public Safety Personnel means the law enforcement and fire department officers of the City. <br /> <br />Alarm User means the person, firm partnership, association, cooperative, company or <br />organization of any kind in control of any building, structure, or facility wherein an alarm <br />system is maintained. <br /> <br />Anoka County Communications Center is the facility operated by the County of Anoka, State of <br />Minnesota to receive emergency requests for service and general information from the public to <br />be dispatched to respective public safety units. <br /> <br /> <br />
