ORDINANCE #89-10 <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />CITY OF RAMSEY RESIDENTIAL HOUSING STANDARDS <br /> <br />PREAMBLE <br /> <br />It is hereby found and declared that impaired structures contain conditions dangerous to the public <br />health, safety, and general welfare of the citizens of the City. It is found that impaired structures <br />exist within the City because of faulty design or construction, failure to keep them in a proper state <br />of repair, lack of adequate lighting or ventilation, inability to property heat, improperty <br />management, or any combination of these factors. It is declared that the improvement of impaired <br />structures and the prevention of existence of impaired structures in the future is in the best interest <br />of the citizens of the City. <br /> <br />The City Council of the City of Ramsey ordains: <br /> <br />ARTICLE I: GENERAL PROVISIONS <br /> <br />SECTION l10.191A - TITLE: This ordinance shall be known as the Ramsey Residential Housing <br />Standards Ordinance and will be hereinafter referred to as "this ordinance". <br /> <br />SECTION l10.191B - SCOPE: All provisions of this ordinance shall apply uniformly to the <br />maintenance, repair, equipment, use, and occupancy of all existing residential properties, <br />including single family dwellings and/or multiple family dwellings including apartments, and <br />condominium common areas within the City. <br /> <br />SECTION 110.191C - PURPOSE: The purpose of this ordinance is to maintain the City's <br />sanitation, public health and attractiveness, protect the safety of the peopel, and to promote the <br />general welfare by legislation which shall be systematically enforced upon all residential <br />property and act as a public service to residents who are homeowners. These general objectives <br />include, among others, the following: <br /> <br />1) To protect the character and stability of residential areas within the City; <br /> <br />2) <br /> <br />To correct and prevent conditions that adversely affect or are likely to adversely <br />affect the safety, general welfare, and health of persons owning or renting <br />residential facilities within the City; <br /> <br />3) <br /> <br />To provide for sound maintenance of cooking, heating, sanitary, electrical, light, <br />and ventilation systems necessary for health and safety; <br /> <br />4) <br /> <br />To provide basic standards for the maintenance of existing residential structures <br />and to prevent deterioration and blight; <br /> <br />5) To preserve the value of land and structures throughout the City. <br /> <br />SECTION l10.191D - DEFINITIONS: The following terms, wherever they occur in this <br />ordinance, are defined as set forth herein. Whenever the words "dwelling", "dwelling unit", <br />"premises", or "structure" are used in this article, they shall be construed as though they were <br />followed by the words "or any part thereof'. <br /> <br /> <br />
