ORDINANCE NO. 88- 8 <br /> <br /> CITY OF RAMSEY <br />ANOKA COUNTY, MINNESOTA <br /> <br />AMENDMENT TO CHAPTER 90 OF THE RAMSEY CODE BY THE ADDITION OF <br />SECTION 90.04 ENTITLED "MOTOR VEHICLE REGULATIONS ON PRIVATE AND <br />SEMI-PRIVATE PROPERTY". <br /> <br />The City of Ramsey Ordains: <br /> <br />SECTION 1. AMENDMENT <br /> <br />Section 90 of the Ramsey City Code is amended by the addition of <br />the following section. <br /> <br /> 90.04 MOTOR VEHICLE REGULATIONS <br />ON PRIVATE AND SEMI-PRIVATE PROPERTY <br /> <br />90.041 DEFINITIONS <br /> <br />o <br /> <br />"Vehicle" means every device in, upon, or by which any <br />person or property is or may be transported or drawn upon a <br />highway except devices moved by human power or used <br />exclusively upon stationary rails or tracks. <br /> <br />"Motor vehicle" means every vehicle which is self-propelled <br />and not deriving its power form overhead wires. <br /> <br />"Motorcycle" means every vehicle having a saddle for the use <br />of a rider and designed to travel on not more than three (3) <br />wheels in contact with the ground, including motor scooters, <br />minibikes, bicycles with motor attached, but excluding a <br />tractor. <br /> <br />"Public property" is property that may be used by all of the <br />public subject to reasonable regulation by a governmental <br />body. For the purposes of this Chapter, such property <br />includes City parks or parking lots and school parking lots <br />or yards, but does not include public streets and highways. <br /> <br />"Semi-public property" means private property generally open <br />for use by the public but not owned or maintained by a <br />governmental body. Such property includes without <br />limitation church property, shopping center property, and <br />other property generally used by patrons of a commercial or <br />private business establishment, but not including private <br />streets in residential areas. <br /> <br />"Private property" is property owned by a person, firm, <br />voluntary association, or corporation other than a <br />governmental body and is not generally open for use by the <br />public. <br /> <br /> <br />
