ORDINANCE #88-17 <br /> CITY OF RAMSEY <br />COUNTY OF ANOKA <br />STATE OF MINNESOTA <br /> <br />An ordinance establishing a program for the separation of recyclable <br />materials from mixed municipal solid waste in order to facilitate <br />collection and encourage recycling and to fix penalties for the viola- <br />tion thereof. <br /> <br /> WHEREAS, conservation of recyclable materials is now a necessity <br />in order to conserve our natural resources; and <br /> <br /> WHEREAS, the cost of solid waste disposal is ever increasing and <br />convenient landfill facilities are rapidly decreasing; and <br /> <br /> WHEREAS, the Metropolitan Council has established a source <br />separation performance standard of at least fifteen percent (15%) for <br />Anoka County, and <br /> <br /> WHEREAS, Anoka County, in its Solid Waste Master Plan, <br />established annual source-separation recycling goals for each <br />municipality in Anoka County, in accordance with Minn. Stat. Section <br />473.803, in order for the County to meet its goal of twenty percent <br />(20%) source-separation performance standard by 1992; <br /> <br /> WHEREAS, the City of Ramsey has entered into a contract for a one <br />year pilot program for curbside recycling and said program is in effect <br />in the following urban residential neighborhoods: <br /> <br />River's Bend <br />Flintwood Hills (all present additions) <br />Ramsey Terrace <br />(hereinafter "Pilot Study Area") <br /> <br /> NOW, THEREFORE, this ordinance shall apply to the residents of <br />the pilot study area and to all collectors of recyclable materials. <br /> <br />The city of Ramsey does ordain: <br /> <br />SECTION 110._ DEFINITIONS. The following words and phrases, when <br />used in this ordinance, unless the context clearly indicates <br />otherwise, shall have the meanings ascribed to them in this section. <br /> <br /> Subd. 1 "Aluminum Recyclables" shall be deemed to include <br />aluminum foil and all disposable containers fabricated primarily of <br />aluminum and commonly used for soda, beer or other beverages. <br /> <br /> Subd. 2 "Collection" means the aggregation of waste from the <br />place at which it is generated and includes all activities up to the <br />time when the waste is delivered to a "waste facility". <br /> <br /> <br />
