ORDINANCE NO. 91-7 <br /> <br /> CITY OF RAMSEY <br />ANOKA COUNTY, MINNESOTA <br /> <br />AN ORDINANCE ADDING SECTION 2.09 ENTITLED "HORSE CARE <br />COMMISSION" TO CHAPTER 2 ENTITLED "COUNCIL, BOARDS AND <br />COMMISSIONS" OF THE RAMSEY CITY CODE. <br /> <br />The City of Ramsey ordains: <br /> <br />SECTION 1. Section 2.09 entitled "Horse Care Commission" is hereby added to the City <br />Code, which Section shall provide as follows: <br /> <br />2.09 Horse Care Commission <br /> <br />2.09.01 Establishment of Commission. A Horse Care Commission for the City of <br />Ramsey is hereby established. <br /> <br />2.09.02 Purpose. The purpose of the Horse Care Commission ("Commission") is to <br />advise the City Council, other Ramsey advisory commissions and boards and Ramsey City Staff <br />regarding matters relevant to the maintenance of horses on properties within the City of Ramsey. <br /> <br />2.09.03 Commission Composition. <br /> <br /> Subdivision 1. The Commission shall consist of five members, including when <br />possible a representative of the largest horse-oriented association or club within the City. The <br />Commission members shall be appointed by the City Council and may be removed by a majority <br />vote of the Council. <br /> <br /> Subdivision 2. Two members of the Commission shall be appointed for three year <br />terms, two members shall be appointed for a two year term and one member shall be appointed for <br />a one year term. Any member is eligible for reappointment at the end of his/her term. At least 4/5 <br />of the Commission members shall be residents of the City of Ramsey. <br /> <br /> Subdivision 3. Commission members shall retain membership until their successors are <br />appointed and qualified. Vacancies on the Commission during the term of a Commission member <br />shall be appointed by the City Council for the unexpired portion of the term. All Commission <br />members shall serve without compensation. Commission members may be reimbursed for their <br />necessary expenses incurred as a result of being a commission member, as approved by the City <br />Council. <br /> <br />2.09.04 Organization, meetings, etc. <br /> <br /> Subdivision 1. The Commission shall elect a chair and a vice-chair from among its <br />appointed members for a term of one year and each year thereafter. The Commission may create <br />and fill such other offices and create subcommittees as it deems necessary to accomplish its <br />purpose. <br /> <br /> Subdivision 2. The Commission shall designate a regular monthly meeting date and <br />time and hold meetings on an as needed basis. The Commission shall follow Robert's Rules of <br />Order as revised, 2nd Edition, for the transaction of business and shall keep a record of its <br />transactions and findings, which record shall be a public record. Said record shall be transmitted <br />to the City Council for its review. The Commission shall be subject to the State of Minnesota <br /> <br /> <br />
