ORDINANCE #94-09 CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AMENDMENT TO CHAPTER 5 OF THE CITY CODE, ADDING SECTION 5.13.07 TO BE KNOWN AS THE RECYCLING RATES AND CHARGES SECTION OF THE CITY CODE. AN ORDINANCE ADDING SECTION 5.13.07 OF THE CITY CODE OF RAMSEY, MINNESOTA. The City of Ramsey ordains: SECTION 1: ?,MENDMENT Section 5.13.07 of the City Code, entitled "Recycling Rates and Charges" is added to Chapter 5 which shall provide as follows: 5.13.07 RATES AND CHARGES Subd. 1. Rates and Charges Rates and charges for recycling collection shall be set by Council resolution. However, the rates fixed shall not be in excess of an amount reasonably calculated to defray the cost of the proper collection and disposal of all recyclable materials. Subd. 2. Liability of Property Owner The customer receiving the service shall be deemed to be the property owner who shall be liable to the City for all bills accruing for recycling collection charges upon the ownerts premises whether the same be personally used by the owner, the owner's tenant or other occupant of the premises. Subd. 3. Billing Statements Billing statements for recycling collection charges for the preceding period shall be mailed to each customer and shall be deemed sufficient notice to the customer of charges made. Said statements shall be due and payable by the date indicated on the specific billing statement. Subd. 4. Delinquent Account All billing statements not paid on or before the due date shall be considered delinquent accounts. It shall be the duty of the City to promptly collect delinquent accounts, and the customer shall be duly notified in writing by the United States mail addressed to the customers billing address.
