ORDINANCE g96-04 <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN ORDINANCE ESTABLISHING A DEVELOPMENTAL ASSESSMENT FEE <br />ON ALL NEW SUBDIVISIONS <br /> <br />The City of Ramsey Ordains: <br /> <br />SECTION 1. PREAMBLE <br /> <br />The City finds: <br /> <br />That new development within the City creates additional traffic and therefore <br />generates the need for construction of additional collector/arterial streets as well as <br />the need for improvements to said streets; <br /> <br />That new residential developments and non-residential buildings impact the City by <br />creating a need for additional collector/arterial streets and improvements to the said <br />streets; <br /> <br />That it is necessary to establish additional revenue sources for the construction and <br />improvement of the City's collector/arterial streets; and <br /> <br />That an equitable method of obtaining revenue for the construction and <br />improvement of collector/arterial streets is through a residential developmental <br />assessment and through additions to certain building permit fees. <br /> <br />SECTION 2. PURPOSE <br /> <br />It is the purpose of this Ordinance to establish a system to create a revenue source for the <br />construction of new collector/arterial streets and the improvement of the City's existing <br />collector/medal street system. <br /> <br />SECTION 3. <br /> <br />AMENDMENT <br /> <br />Section 9.50.40 is hereby added to the City Code, which section Provides as follows: <br /> <br />9.50.40 <br /> <br />Developmental Assessment <br /> <br />Subd. 1. Purpose. The City recognizes that it is essential to the health, safety and <br />welfare of the residents of the City and persons working in the City that its <br />transportation systems safely and conveniently accommodate the traveling public. <br /> <br />The City Council finds that the demand for transportation facilities within the <br />municipality is directly related to the density and intensity of development permitted <br />and allowed within the City. More development means greater number of people <br />and an increased demand for transportation facilities and specifically <br />collector/arterial streets. <br /> <br /> <br />
