ORDINANCE g96-04 CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AN ORDINANCE ESTABLISHING A DEVELOPMENTAL ASSESSMENT FEE ON ALL NEW SUBDIVISIONS The City of Ramsey Ordains: SECTION 1. PREAMBLE The City finds: That new development within the City creates additional traffic and therefore generates the need for construction of additional collector/arterial streets as well as the need for improvements to said streets; That new residential developments and non-residential buildings impact the City by creating a need for additional collector/arterial streets and improvements to the said streets; That it is necessary to establish additional revenue sources for the construction and improvement of the City's collector/arterial streets; and That an equitable method of obtaining revenue for the construction and improvement of collector/arterial streets is through a residential developmental assessment and through additions to certain building permit fees. SECTION 2. PURPOSE It is the purpose of this Ordinance to establish a system to create a revenue source for the construction of new collector/arterial streets and the improvement of the City's existing collector/medal street system. SECTION 3. AMENDMENT Section 9.50.40 is hereby added to the City Code, which section Provides as follows: 9.50.40 Developmental Assessment Subd. 1. Purpose. The City recognizes that it is essential to the health, safety and welfare of the residents of the City and persons working in the City that its transportation systems safely and conveniently accommodate the traveling public. The City Council finds that the demand for transportation facilities within the municipality is directly related to the density and intensity of development permitted and allowed within the City. More development means greater number of people and an increased demand for transportation facilities and specifically collector/arterial streets.
