ORDINANCE #96-19 <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN AMENDMENT TO CHAPTER 8 WHICH IS KNOWN AS THE BUILDING <br />AND HOUSING CHAPTER OF THE CITY CODE OF RAMSEY, MINNESOTA. <br /> <br />AN ORDINANCE AMENDING SECTION 8.01 "BUILDING CODE", <br />SUBSECTION 8.01.03 "PERMITS, INSPECTIONS AND FEES" OF CHAPTER 8 <br />OF THE CITY CODE OF RAMSEY, MINNESOTA. <br /> <br />The City of Ramsey ordains: <br /> <br />SECTION 1. <br /> <br />AMENDMENT <br /> <br />Section 8.01.03 (Permits, Inspections and Fees) is hereby mended to include the following <br />language: <br /> <br /> b. Exterior completion: The exterior finish on all residential, commercial, and <br />institutional structures and their accessory buildings shall be completed within one year of the date <br />the building permit is issued. Refinishing of existing buildings shall be completed within one year <br />of the start of the work. Tar paper, unf'mished plywood, fiberboard insulation, foam insulation, <br />brown coat or scratch coat of stucco, plastic sheeting and other similar materials not designed to be <br />an exterior finish shall not be considered an acceptable exterior finish. The building official may <br />grant a 90 day extension if there is an unusual hardship, such as bad weather. Further time <br />extensions must be approved by the city council. <br /> <br />This section shall pertain to all current and future building permit holders. Holders of permits <br />issued prior to January 1, 1996, shall have until April 1, 1997, to complete the exterior finish on <br />said structure(s). <br /> <br />1. POWERS OF OFFICERS <br /> <br /> Whenever in the judgment of the City Administrator (or other such officers as may be <br />determined by the Administrator), a determination is made upon investigation that a particular <br />permit holder has not complied with said regulations, they shall issue written notice to the owner of <br />record and require him/her to complete the exterior finish on said structure(s). Service of said <br />notice shall be in person or by mail. If the premises are not occupied by the owner of record and <br />the address of the owner of record is unknown, service on the owner of record may be had by <br />posting a copy of the notice on the premises. If the exterior finish is not completed within 30 days <br />of the date of issuance of said notice, the city official issuing said notice shall issue a code violation <br />citation to the notified owner of record. <br /> <br /> If, after such service of notice, the party or parties fail to complete the exterior f'mish of said <br />structure(s), the city council may cause the exterior f'mish of said structure(s) to be completed at the <br />expense of the city and recover such expenditure, plus an additional 25%, either by civil action <br />against the person or persons served; or if such service has been had upon the owner or occupant, <br />by ordering the Administrator to extend vatch sum, plus 25% as a special tax against the property <br />upon which the incomplete exterior f'mish e~;is .~1 and to certify the same to the county auditor for <br />collection in the manner as taxes and special assessments are certified and collected. <br /> <br /> <br />
