ORDINANCE 84-14 CHAPTER 130.10 - SOLID WASTE DEPOSITING FEE CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AN ORDINANCE REQUIRING THE PAYMENT OF A FEE FOR EACH CUBIC YARD OR ITS EQUIVALENT OF MIXED MUNICIPAL SOLID WASTE ACCEPTED AND DISPOSED OF IN THE CITY OF RAMSEY. The City of Ramsey Ordains: 130.10 Authority and Purpose. Authority. This ordinance is adopted pursuant to the authorization contained in Laws of the State of Minnesota, 1984, Chapter 644, Section 47. Purpose. It is the purpose of this ordinance to impose a fee of fifteen cents (15) per cubic yard of solid waste deposited in mixed municipal solid waste facilities located in the City of Ramsey. 130.10.2 General Provisions. For purposes of this chapter the term "mixed municipal solid waste" is defined as garbage, refuse, and other solid waste from residential, commercial, industrial, and community activities which is generated and collected in aggregate, but does not include auto hulks, street sweepings, ash, construction debris, mining waste, sludges, tree and agricultural wastes, tires, and other materials collected, processed, and disposed of as separate waste streams. Fee on Operators of Disposal Facilities. There is hereby imposed a fee on operators of facilities which accept and dispose of mixed municipal solid waste in the City of Ramsey. Amount of Fee. The fee shall be fifteen cents (15) per cubic yard or its equivalent of all solid waste accepted and disposed of at any facility for mixed municipal solid waste located in the City of Ramsey. Partial Exemption From Fee. Waste residue from energy and resource recovery facilities at which solid waste is processed for the purposes of extracting, reducing, converting to energy, or otherwise separating and preparing solid waste for reuse shall be exempt from
