ORDINANCE NO. 82- 10 <br /> <br /> City of Ramsey <br />Anoka County, Minnesota <br /> <br />An Ordinance amending Chapter 10.09 entitled "PERSONNEL POLICY" of the City Code of <br />Ramsey, Minnesota by the addition of language relating to third party payments and <br />relating to police officers part-time employment. <br /> <br />Section 1. AMENDMENT <br /> <br />a) <br /> <br />Section 10.095 COMPENSATION is amended by the addition of the following <br />section: <br /> <br />e <br /> <br />No department head shall be permitted to receive from any third party <br />payment for services and labor performed while working his or her regular <br />hours or while working additional over-time hours. The only payment such a <br />department head may receive for working such hours shall be that of <br />compensatory time as outlined in the above paragraphs. <br /> <br />b) Section 10.0921 SUPPLEMENTARY EMPLOYMENT <br /> <br />a) <br /> <br />No employee will be permitted to work for a contractor, subcontractor or <br />employee of either on any project where the work performed is on behalf of <br />the City and payment for the same is from City funds. <br /> <br />b) <br /> <br />No police officer shall work as a police officer or keeper of the peace <br />directly for any establishment in the City of Ramsey or at any special <br />private functions within the City. Officers needed at special functions <br />shall work as Ramsey City employees and shall be paid directly by the City <br />of Ramsey. The City, in return, will bill the person or entity requesting <br />the officers' presence at the function from which payment the City will <br />reimburse itself for the officers' services. <br /> <br />c) Section 10.0921 EXCEPTIONS <br /> <br />No exception to any provision of this personnel policy may be made except by <br />City Council resolution. Such exceptions shall be made only on a case by case <br />basis and only after the Council has adopted sufficient findings of fact <br />showing the Justification for the proposed exception. <br /> <br />Section 2. EFFECTIVE DATE <br /> <br />This Ordinance shall take effect from and after its passage and publication. <br /> <br />Passed and adopted by the Ramsey City Council this 27th day of July, 1982. <br /> <br /> Mayor <br />........
