ORDINANCE NO. 82- 10 City of Ramsey Anoka County, Minnesota An Ordinance amending Chapter 10.09 entitled "PERSONNEL POLICY" of the City Code of Ramsey, Minnesota by the addition of language relating to third party payments and relating to police officers part-time employment. Section 1. AMENDMENT a) Section 10.095 COMPENSATION is amended by the addition of the following section: e No department head shall be permitted to receive from any third party payment for services and labor performed while working his or her regular hours or while working additional over-time hours. The only payment such a department head may receive for working such hours shall be that of compensatory time as outlined in the above paragraphs. b) Section 10.0921 SUPPLEMENTARY EMPLOYMENT a) No employee will be permitted to work for a contractor, subcontractor or employee of either on any project where the work performed is on behalf of the City and payment for the same is from City funds. b) No police officer shall work as a police officer or keeper of the peace directly for any establishment in the City of Ramsey or at any special private functions within the City. Officers needed at special functions shall work as Ramsey City employees and shall be paid directly by the City of Ramsey. The City, in return, will bill the person or entity requesting the officers' presence at the function from which payment the City will reimburse itself for the officers' services. c) Section 10.0921 EXCEPTIONS No exception to any provision of this personnel policy may be made except by City Council resolution. Such exceptions shall be made only on a case by case basis and only after the Council has adopted sufficient findings of fact showing the Justification for the proposed exception. Section 2. EFFECTIVE DATE This Ordinance shall take effect from and after its passage and publication. Passed and adopted by the Ramsey City Council this 27th day of July, 1982. Mayor ........
